Information from the International Commission of Jurists


International Commission of Jurists - criteria to define a people who possess the right to self-determination:

1. A common history.
2. Racial or ethnic ties.
3. A common economic base.
4. A sufficient number of people.
5. A common territory or geographic location.

By definition :

GOVERNMENT, is the act of governing, the exercise of authority; the system of governing in a state or COMMUNITY; the ruling power in a state or TERRITORY over which rule is exercised; the ADMINISTRATIVE COUNCIL or body. N.b. - the Grand Council of Chiefs of the Pan-Tribal Confederacy fits this definition.

TERRITORY, is a large tract of land under one GOVERNMENTAL ADMINISTRATION; part of a country which has NOT YET attained political independence. This is further divided into two parts - the land occupied (Inhabited area & the land in proximity to it) and the land used (areas of hunting, fishing, farming, lumber extraction, sacred places etc.). N.b. - all the territories that comprise the Pan-Tribal Confederacy fit this definition.

DIPLOMATIC REPRESENTATIVES, are Civil Officers appointed by a GOVERNMENT to represent it in a foreign country; concerned primarily with policy matters and the gathering of information of interest to their government. N.b. - the Diplomatic Representatives of the Pan-Tribal Confederacy fit this criteria.

CONFEDERACY, is union; an alliance.

ANIMISM - is the belief that natural phenomena are imbued with spirits.

BAND - a social group composed of people who occupy a common territory and who may hunt and gather food together.

BRIDEWEALTH - a payment of gifts from the husband and his family to the bride's family on marriage.

CHIEFDOM - a form of political organisation in which kin groups, public administration and authority are ultimately united under a central figure. The Paramount Chief may have control of legal and religious affairs and the re-distribution of wealth.

CLAN - a descent group where members trace descent from a single ancestor or ancestress but do not know the exact geneological links that connect them to the ancestor or ancestress.

COLLECTIVISM - a cultural pattern which is characterised by co-operation among members of the community. The individual person is often considered to be of less value than the group.

DOMESTIC MODE OF PRODUCTION - an economic system where the bulk of productive tasks are performed by members of the domestic group who live together.

ETHNOCIDE - a systematic policy to murder and destroy the culture of all the members of a particular race or social category.

FICTIVE KINSHIP - a form of social relationship between people who are not related by blood, involving emotional ties and social obligations similar to those between blood relatives.

GENOCIDE - deliberate extermination of a people or nation.

KINSHIP - a social relationship which is based upon culturally recognised links between parents and children, and which is further extended to brothers and sisters and even to other blood relatives.

LINNEAGE - a unilineal descent group whose members trace descent through the male or female line by known genealogical links from an ancestor or ancestress.

MATRILINEAL - a principle of descent from an ancestress which is traced in the female line.

PATRILINEAL - a principle of descent from an ancestor which is traced in the male line.

POLYGAMY - the marriage of a woman to more than one man at the same time.

POLYGYNY - the marriage of a man to more than one woman at the same time.

TOTEMISM - the practice whereby a social group such as a linneage or clan, is associated symbolically with a particular animal or natural phenomenon.
